Have you ever been to Key West? There are open air electric cars everywhere, the only difference between them and a golf cart is they have headlights, blinkers a horn and seatbelts. If you have all that saftey equipment you should be able to register it as a car.

I would Highly recomend the Southern Cross Hotel at 326 Duval St. It is right on Duval but there are plenty of rooms not facing Duval so you can sleep. It is the most reasonable priced place in Old Town. I have stayed there many times, it's the most convenient hotel for walking to everywhere.
