All I can think of is that he's using the umbrella to push the buttons on the elevator.. but I don't know why??

Is there some reason the elevator can't go up when it's sunny? That makes no sense.

He's tall enough to reach the lower buttons, i.e., the first floor or lobby any time, but too short to reach the higher buttons, i.e., the 45th floor. However . . . if he's walking up 45 flights of stairs on sunny days instead of carrying SOMETHING to reach that higher button, I'd have to say he has additional challenges, as well as that of height. Still, great riddle!!

Yes, the button for the lobby is at the bottom - the button for the 45th floor is up higher and he can't reach it.
Time for someone else to come up with one.
