I'm glad to hear it was Target....they have the BEST surveillance systems of any of the retailers that I've worked with....and the most friendly towards law enforcement.
Here in Utah, they could be charged with theft of lost or mislaid property (the card itself), theft by deception (the merchandise at Target), interferring with an investigation (obstruction)....the reality is, the prosecutor would go with the most serious offense and use the others to plea bargain with.
I'm glad you found a cop that will help you.....in more ways that one!
