Ive seen it every year.
We don't have to guard it like a bunch of nazi's - I shouldn't have said "policing". I'm thinking we just put a sign on the door that says "Private - wristbands only" and leave it at that. If we don't make some sort of effort to limit access, the whole upper lot will start using it and we might as well just use the public portapotties.
