While we're on the subject of penalties, can someone explain to me what a horse-collar tackle is, and why when players are pulled down from the back collar, it is not a penalty?

No penalty, part of the uniform, I guess. Did you see the play a week or two ago when the guy was tackled by his hair? He had a good 6 inches or so sticking out from the helmet, some guy grabbed it and pulled him down. Legal tackle.

Yeah, that's why most teams have gone to the really snug unis. It's better known as the "Roy Williams Rule." Basically the NFL says too many injuries happen because the player being tackled usually falls on one/both of their legs. I'm not sure if the refs saw that part.
