Webcast and streaming internet radio royalties

What do y'all think? Should internet radio and terrestrial radio with streaming broadcasts have to pay royalties, per song per person listening?
I can see where a station like RM could be ok if they only broadcast the owner's music, but what about stations like RadioJimmyDreamz with TAIT, Permanent Vacation, Parrot Island, Gruene With Envy ?
