First thing to say is that Paris will be very cold in Feb. I am always surprised how cold it gets. The beauty of Paris is that all the main sights are actually not that far apart and if you are prepared to walk its a great way to get around. Otherwise use the Metro but remember that the lines are signed by the station at the end of the line.

My must do sights from memory would be:

Effiel Tower
Sacre Coure - and the views from the area outside.
Monmartre
A river cruise
The Louvre - although you may be disappointed by the Mona Lisa
Arc du Triomphe via the Champs de Elysee
Place de la Opera

Most of all you need to sit in small french cafe's (or Starbucks if you prefer) and people watch.
