We did something like this in Tampa last November, we did have a BN'er with connections, but it was a wonderful night of meeting and partying with BN'ers. In lieu of a parking lot, this could be an alternative for us all to be together "tailgating"!

According to the web site, the upper deck can be completely enclosed and the lower deck is enclosed. I don't see rain as a problem, however high winds and storm surges could be.
