I never knew there was a Roger McGuinn song "Feeling Higher", but since the next line is about "an earful of Patsy Cline", I'd venture to say he's singing about Roger McGuin's tune.

That song wasn't written until a year after the CILCIA album was released, and Roger didn't record it until a year after that.
