Ahhh, but don't forget AM and PM .... plus those locations that don't observe daylight saving time or for some strange reason are on a "half-hour" or even "15 minute" offset differentials.

Dang...history passed me by...and I had no clue at the time.

So it goes.

But I *did* see the ISS last night from my hot tub, as it orbited overhead, followed by the Progress 33 spacecraft. It wasn't at a mathematically-significant time...but who cares?
