Some of the properties would have to places near and dear to Jimmy and his fans, like the 'original' Margaritaville, La Select, Captain Tony's, and the Shrimp Boat Sound studios, as well as some of the fictional places like the Beach House on the Moon and the 'Bama Breeze..... And you'd definitely need to toss in some of the major phlockings like MOTM — perhaps in place of the four railroads?
Tokens would of course have to include a flip-flop, a parrot, the "Hemisphere Dancer", a guitar, a shark fin, and a margarita glass.

Late For The Sky produces some of the specialty "opoly" games you've seen -- cities, colleges, etc. I thought they had an island-themed game but didn't see it, but I did find New Orleans-opoly and Cocktail-opoly.
