technically, they may have used ordinal plotting to get the layout they got; overlaying the area north of the river with a simple grid along the cardinal points, and then adding another variable (preference) as to whether to remain on a true compass line (N/S or E/W) or break away from it to get to the next easy point on a line using elevation and contouring based on cost and available technology.
at least that makes it sound a lot more scientific than, "hey, to heck with digging out part of the hillside, just go around it. They can link up to it later."
