I have a T-shirt from Halloween that says pretty much the same thing — "Zombies Are Looking For Brains".
Underneath that it says "Don't Worry, You're Safe".

I suppose it's only a matter of time before lobbyists from the Zombie Equal Rights Organization (ZERO) start lining the pockets of members of Congress in exchange for the brains of their constituents.

Yesterday the One Hundred Thirteenth United States Congress was sworn in to duty.

Did you know that "HR" is tacked to the front of the number for any bill
originating in the House of Representatives?
A bill that is introduced in the Senate begins with an "S".
Thus the extremely clever name of the bill in today's strip ....

H.R. 2013 PUFFINSTUFFIT FISCAL CLIFFOLOGY BILL

The numbers on all new bills introduced are reset with each new Congress.

(and although a joint may get passed, these aren't that kind of resolutions).

Also — one minor nit to pick; the numbers start from one, so any bill (even the HR Puffinstuffit one) introduced this early in the session could not possibly be numbered so high.  The correctly-enrolled version of this bill would have been "2013 HR XX", and then possibly the name.  Interesting pun/trip back into Memory Lane, though.
