I agree with Desdamona. The roof top of the La Concha is the spot. Great view and not very crowded.

You may also want to try the beach at Fort Zach Taylor park. Very quiet and a MUCH better view of the sunset than Mallory Square. You will just have to ride your bikes/scooter over there.
