Unfortunately you'll find out that that there are many kids who are far below grade level that don't qualify for special ed. The parameters for special ed are very specific, and there are many "tweener" type kids that just fall through the cracks unless they get some sort of help from reg...

I am so sorry for your loss and feel your pain, honestly.
I also lost my little Punky (Repunzel) powder puff Chinese Crested. She'd been my soul-mate through some terribly trying times.
Although I'd not had her nearly as long as some of my other dogs I've had, I still, at times, mourn her loss.
