I may be wrong on this but I believe that there are no all-inclusives in the US. To get this you usually have to go somewhere out of the country like bahamas cancun. I know exactly how you feel... nothing is quiet like walking in the heart of Key West. I would then suggest Pier House. I haven't ever stayed there but it is the most famous of them all because of it's address, the pier has a perfect view for sunset and lot's of locals meet there everynight for coc...
