I've been in contact with Wanda, the Producer of Pan Jam and this is her latest update:

She is so excited because Pan Jam will now have 4 of Robert's band plus Jimmy sound guy and equipment guy!
What a concert this will be!!!

And if you want to come and spend time in Kemah, there is going to be a meet and greet the night before. For $50 you get an incredible meal, some pan music and you get to meet and greet the band. Like being backstage at a Buffett concert without Buffett.

The official hotel is South Shore Harbour Resort. If you mention Pan Jam, the rooms are $100 a night, rather than $125 - $140. Get a few people together, it will be worth it. She is working on arranging shuttle service so you don't have to mess with cars.

Sounds like a good deal! The dinner is first come, first serve, so if you are interested, check it out.

Summer’s not over until Kemah hosts the Pan Jam Steel Drum Festival, so on Sat., Sept. 13, 2003, the day begins at 10 am with a really fun parade, starring Grand Marshal Ellie Mannette from Trinidad (“Father of the Modern Day Steel Drum”), Carnival-costumed dancing girls, Trinidad iron players, Shriner panners, art cars, beauty queens, an astronaut and lots of other fun things! Then bands are from 11 am to 10:30 pm on the 600 block of 6th St., including North Harris College Steel Band, University of Houston’s PANtagonists, The Islanders, Steeltones, Water’s Edge, Steel Vibrations, Texas Tide, and exhibitions by Steel Island (Austin) and Coyle Drums (Pensacola).
