Been to Fiji for honeymoon. It was beautiful and the people are as friendly as can be. Never been to Cook Islands, but my understanding is that it is pretty darn remote. Fiji is private and quiet, but still caters to tourists, whereas the Cook Islands, I believe, are a much more rustic scene.
You're right; someone in this crowd has been to both. I strongly suggest the Cook Islands! Especially if they just want to get away.
The people on Rarotonga (main island of Cook Islands) are probably some of the most friendly people I've ever met. If you are walking down the street, they will pull over and offer you a lift. If you are lucky enough to meet a black pearl harvester while he is in trading his loot, you will certainly drink for free and you might even walk away with some trinkets.
The folks in Fiji are driven by tourism; as in they fight over who gets to take your dollar. I've been to Fiji twice, and didn't really enjoy it either time. The only reason I went back is for the diving and it was only $100 to stop on my way to Australia.
I concur with Land Shark, go to the Cook Islands. The people are nicer, the prices are better and you will be away from the maddening crowd. I grant that the resorts aren't as fancy as some of the one's on Fiji yet there aren't so many resorts to block your view.

I actually stayed in a hostel. However, instead of your typical cheap hotel type hostel, this family had turned their second home into a spill-over hostel.
Except for the first night, I had the whole house to myself. I couldn't have found a better escape!
