there were television ads in the DFW area about 2 months ago for these. I know someone who could use them

I got some of those at a trade show. I guess they would be fine if you were rough on your cds.

do they "fix" cd's that are scratched. My friend is horriable on hers and I was thinking about getting her some but didn't know if they actually worked.

No. The idea is to put it on a good disc and then when you scratch it, you've only scratched the film. If the film gets too bad, replace it and the disc itself is fine.
