Actually, that means that the bill can be used to satisfy any debts, not that it must be accepted. It is completely up to the management of the business as to what currency they will accept. It's common for small shops and convenience stores to refuse anything larger than a 20 dollar bill. I used to work in retail. At the time, we reserved the right to refuse any type of payment.
