Deyhydration is one thing. Not getting food when you have enough fat reserves to hibernate through the winter won't. The body will feed on itself. Actually, it doesn't work that way. If you are 350lbs, and you are just provided water with no nourishment, eventually you will die anyway. The body does not just live off of fat reserves, it will also consume muscle, and even with water, the immune system suffers, opening the body up the wide array of diseases and toxins present down there. Even discounting that, people fall on hard times, and not everyone goes on welfare when they do. There are also those who own stores or have jobs where they make an honest living, they just don't make much.
There was a run where I was dirt poor where I garnered the same reaction from people as you're giving. It goes both ways, because I've also seen some of those people suddenly out of a job and out of a house they thought was so secure. Not everyone is just out to mooch the system.
If you suddenly fell on hard times and were in the situation now, would you want people sitting around belittling your situation?
I think your figures are also off a bit... maybe you should clarify as to which "other countries" you are referring to when you pull that 100x figure out of your tuchas..

The ideal that it is not your responsibility to help these people because they are poorer than you or blacker than you or stupider than you (which is really hard to believe) or even the notion that they are in this situation because of any fault of their own....it's just sick that you feel that way.

That and money does not make or buy happiness. There is no creed that one needs to have a bankroll and savings to live and be happy. Some of those down there are simple folk who have a family and small business. They are not rich, but they are happy, contributing members of the community, and certainly not leeching off the community as they are being presented by some.

When someone cannot take responsibility for their poor decisions, someone must. I end up having my familys quality of life reduced due to other's poor decisions.
