What do you want the program to do or to how you want to use/apply it? There are various freebies around that are easy to learn and I have a few I could send you or you could download.

Yes you can get Photoshop ( and other programs) in various versions off the net. You can usually download a trial version for free....and if one is so inclined then crack it...that is where the legality comes in....but there are many free programs available that do not fall into such category.
