I'm sure it was better back when Phil Clark was behind the bar! Legend says thats where the local politicians hung out and cut their deals. It was definitely not what I was expecting.
You have to walk through a resort to get to it and it kind of had a "pinky up" feel to it.
Perhaps it was better back in the days.
It is also the focal point of a number of early Buffett songs...A Pirate Looks at 40, Nautical Wheelers and I think maybe even Woman Going Crazy.

The Chart Room is definitely in my top 3 favorite bars in Key West. Gotta love a place that allows people to be buried in "ash holes" drilled in the bar. This was also wear Jimmy met his wife Jane. Many of the locals including the commanders of the "Conch Republic Army" have already reserved their final resting place in the bar!! The Chart Room has sort of become the symbolic meeting place for a group of us that go to KW once a year.
