I don't agree with the cult status thing. Using the Velvet Underground as an example again, they didn't sell a ton of records back when they were new, yet they're in. I also don't see the multi-genre thing affecting his eligibilty since lots of artists that are already have done that as well. Maybe not the same turf Buffett has covered but they have drawn from several types of music to create their own style.

To me ears one of Buffett's biggest strengths is the songwriting ability he showed on his early albums but only fleetingly since. On the songwriting tip he most definitely influenced singer/songwriters such as Todd Snider. Unfortunately most only connect Buffett with his tropical side when there's much more to him than that. In that regard, what artists has he influenced in such a ways as to be seen as a pioneer in the type of music he makes? Look at the folks that are in and it's usually pretty clear of the impact they made on nearly all artists that followed. As I've mentioned, they are most definitely some performers out there that have been influenced by Buffett but I don't feel that influence has been enough to see him recognized as a possible inductee into the Rock n' Roll Hall of Fame.
