I will tell you about something we did in a bar one night.....I brought in three officers on overtime. They all had PBT's (portable breath testers)...they talked to patrons as they were leaving, asked them to rate their perceived level of intoxication. Then gave them the PBT test to measure their BAC....if they were measureable, we strongly suggested they find a ride....if they were legally (over .08 here) intoxicated we INSISTED they find a ride. We had also partnered with a local cab company and they offered reduced rates for the night and then gave out cards.....It was all about education and prevention.....
We accomplished what we set out to do, we maintained a great relationship with the bar (it's gone now, but we worked with them many more times on similar things) and we prevented a lot of people from driving. The whole night, we made two arrests.....and those were guys that started to fight out in the parking lot and became beer-soaked a$$holes.
Education and awareness CAN be accomplished, but it requires cooperation and it sounds like that's not happening in a lot of places....geez, if it can happen in Utah, you wouldn't think it would be a stretch somewhere else.

The word on the street is that the cops who went out to this bar the first time said, "Come on. Let's go shut that Mexican down."

I can't get confirmation on that, but I've heard it from more than one source. :D

So much for cooperation and education. Welcome to east Texas.

Now that makes complete sense.... Much better than random traffic check points. If its all about prevention and protection and not the MONEY, then I would think it would be better accepted.

The owner is a starched and straight laced as they come. His wife, a local girl, is a stewardess for the Mavericks. It's not like they're bootlegging or dealing dope out the back door. :evil:

Now that makes complete sense.... Much better than random traffic check points. If its all about prevention and protection and not the MONEY, then I would think it would be better accepted.
I'm actually support traffic checkpoints, though....if they are done properly. Our department is very fortunate though....the city has a strong tax base from retail, so revenue from fines, etc is pretty inconsequential. We NEVER received pressure to increase enforcement driven by revenue.....

All sounds rather heavy handed and hard to defend in court for the police ....

We have "responsible service of alcohol" laws - and police can go to a bar and actually arrest the bar staff, if they have served a patron with too much alcohol.

They are supposed to be able to judge when a person is drunk, and stop serving them.

I was at a work happy hour once, and one of the guys in the office, had a "weird eye" that wondered all over the place, with no control. He was refused service before he even had a drink :o - as they bar staff thought with his eye, he looked drunk :roll:

The other issue: The place down the road has all the drunks and gambling.

Were THEY hit?

No. Not one arrest there.

Something's rotten in the piney woods.

It's like one person in law enforcement told me off the record:

No one grows up wanting to be a TABC agent. It's where bad cops go to die.

Actually, if you have someone worth their salt writing grants....education and prevention is a HUGE revenue producer. The government hands out grant money left and right for those kinds of programs. My overtime budget that night was COMPLETELY reimbursed by National Highway Safety Council......as for the holster sniffers....geez, they were all over the place.
