Do you realize just how much fun you could have if you knew the cops/FBI wee going through your garbage? I'd drive around collecting rotting roadkill, just to bring it home and throw it away.
I decided to put stuff out for our council pickup last year - I had an old single slat bed that was taking up room.
So I started taking the wooden slats out to the curb - one by one ....
I would drop one off, head back in, take another out ... only to get out there and the previous one was already gone
This continued until the whole bed had been taken - and I never saw who it was

I think that if it's in "my" trash can then people "should" ask but it would not kill me if they did not.....well as long as they did not make a mess.
If it's just lying there, go for it.
I had a ragged old couch years back that did not last five minutes

It depends for me- if it's on the curb (as in a pile of magazines tied with twine), it's completely fair game, as opposed to in my trash can, in which case you can't have it and I'm p*** that you were in there in the first place (although if you sift through that much used kitty litter for something, you can have it).

My garbage is full of shredded mail/documents, old food, kitty litter and now dirty diapers.

One problem my parents were having was on recycling day. They would put the bins out the night before and around 5 a.m. these guys would drive up and down the street "stealing" the bottles and cans to recycle for themselves.
I think the cops did something about it because the recycling company complained.

That's exactly what I was going to say. But if you put it in a trash can on your property next to your house or garage you still have the expectation of privacy until you put out to the curb. All I expect is not to have someone make a mess of it.

Pretty much the way I see it, too.
Right now we don't have street trash service in these apartments. But I did for many years. And once I take it out their, it's fair game.

In my daughter's college town when the students are moving out in the spring, the kids put furniture they don't want out for the trash man. The locals have gone as far as communicating via walkie talkie to find the good stuff and claim it! (As if anything used by college kids for over two weeks is 'good'). It goes something like this...
Walkie talkie #1 - Hey WT#2, there's a table at XXX...quick like a flash, get over there!

I leave food out in the yard.. and they leave my trash alone..

we leave cat food out for them, but if the garage door is left open, they are into the trash cans every time; and they spread the stuff EVERYWHERE

they never bother my trash cans...
now the Cats?? and the Ravens?? and the Squirrels???
