To me, it sounded like peeing while you flush so nobody could hear you pee.

I do that.

i won't even go if someone else is in there, well at least a work....if i'm a real public place like the mall or somewhere like that its usually too loud to hear it anyway

The public toilets in Japan (especially the squatters) all play watery noises so no one can hear you go. It's pretty helpful when you're trying to balance over one without falling in or peeing on yourself (or your pants).
