The simple answer is NO.
So Ms. Couric used the aura of her fame and her persuasive personality to get something that none of us could hope for (barring a medical emergency). If we all tried that, airline travel would be even more chaotic than it already is (it's not THAT bad is it?
Having said that, airlines are not immune to bad press and practice PR on a daily basis. Perhaps Delta felt it was worth the inconvenience to hold the flight for Couric's colleague, considering that it wouldn't make for a late arrival at destination.

depends on the airline. Most say, "cell phones must be turned off when the cabin door is closed." Those, being transmitters, it's understandable. Talking to the flight attendants to help get a late person on board, no problem. Expecting the cockpit door to be opened to talk to the pilot...not appropriate these days...Katie over-stepped there and the crew made a poor choice to allow it.
