Somewhat true, it had already been done before he was in position so he asked them to do it again.

a flag was originally raised and it was deemed to small and too valuable as a piece of history so the general ordered a second and larger one raised. rosenthal saw the first group coming down as the others went up with teh replacement flag. as they started raising it he started snapping pics. after it was raised he did a staged photo of everyone giving a gung ho salute. the salute is the one he thought was causing the stir over in the states, he didnt realize it was the now famous pic.
