It's Philadelphia. They dumbed down the language a LONG time ago.
But you're right, not much appealing or lovable about it! (the slogan)
P.S. I was born there. My whole family on both sides is from Philly.

How absolutely delightful that so many are willing to impugn the intelligence of an entire city based on the fact that someone is selling a t-shirt (with proceeds going to CHARITY!) based on one silly statement.
