The sad thing is, if it's properly sealed she should have been able to bring the food into the country without a problem.
We take food (including meats) back/forth to Mexico regularly (to save on groceries while there), but the items can't be opened.
We never try to hide our food, our bags are regularly checked and nothing has ever been siezed.

She probably just has a favorite grocer and wanted to bring some home with her. :-?

Why would anybody bring dirty diapers across the border? That's gotta be a red flag to customs right there.
