Sadly, every lawyer in the country would lobby against this, because it would cut into their job security.
Rule 11 of the Federal Rules of Civil Procedure allows the court to impose sanctions, including awarding attorney fees and court costs, to the other side if a suit is found to be frivolous. Not "every lawyer in the country would lobby against this", but you can be sure a large percentage of the plaintiff's bar (of which I am not a part) would. Plaintiff's lawyers are the ones who have everything to gain and nothing to lose by burying the court system in lawsuits.
