Would have to be a work stoppage, not sure some teams would be willing to absorb the losses that a stoppage would bring in order to get the cap, but you never know. The other three major pro sports all have some kind of cap and they seem to be doing fine.

didn't they try and implement the cap in 1994 and the disaster it caused?

As an O's fan I think that the Cubs easily got the best of this deal.......OF Felix Pie for P Garrett Olson straight up, one-for-one
While Olson's 2008 major league pitching stats were mediocre (9-10, 6.55 ERA in 29 starts), like most young Oriole hurlers he was rushed into the big leagues out of necessity way too soon (should have been at AAA). He is 12-10 with a 2.96 ERA in 71 career Minor League appearances. He's a lefty with a ton of upside potential.
The better news for me is that the O's and OF Nick Markakis are finally apparently close to a 6-year deal:

I was wrong about this being a one-for-one trade. The O's web site now says that, in addition to Olson, the Cubs also got a minor league pitcher, too:
The Orioles also surrendered Henry Williamson, a 14th-round selection from the 2007 First-Year Player Draft. Williamson spent last season as a reliever with Class A Aberdeen and Class A Delmarva. Between the two stops, Williamson posted an 0-1 record with two saves and a 3.72 ERA in 2008.
The bad trade just got worse.......

Supposedly, the trade of Pie is part of opening up space for a Jake Peavy deal to take place once the Cubs are sold. I was sad to see things did not work out for Pie in Chicago. I thought he was going to be a star once upon a time.
Yeah, that possible Peavy trade was in the Baltimore press, too.
I have nothing against Pie, it's just that the O's have some outfield prospects that could maybe make the parent club along with those already on the ML roster. GM Andy McPhail all winter has said that team was "stockpiling" as many pitchers as possible (they still don't have 4 proven starters for the 2009 rotation). Then they trade 2 decent pitching prospects.......for a 4th outfielder.

Finally, some good news for Orioles fans:
The Orioles have finalized a six-year, $66 million contract extension with outfielder Nick Markakis, 25, according to baseball sources. Markakis will be in Baltimore later this week to take a routine physical and to sign the contract.
The deal, which will keep one of the organization's building blocks with the Orioles through at least the 2014 season, could also include some incentives and a limited no-trade clause. In terms of guaranteed money, it will be the second-most expensive contract in Orioles history behind only the six-year, $72 million pact given to shortstop Miguel Tejada in December 2003.

I'm trying to feel positive about the possibility of bringing Olson over here, but watching a proven Cy Young caliber pitcher leave only
works to re-establish the idea in San Diego that we are going back to the 4-A status that dogged us for years. In the next coming season,
we can only hope that Adrian Gonzalez will extend us the same hometown loyalty that Tony Gwynn did.
...and season ticket sales this spring in SD are still below 10,000...

Loyalty as shown by first-class players like Tony Gwynn and Cal Ripken, Jr. is, I'm afraid, becoming a rather rare commodity in today's sports world....too bad.

I am still stunned at both those players leaving those teams. Smoltz just blew me away.
