I'd like to think that I would turn it in, but, I can't say for sure. If I am ever given that choice I like to think that I would turn it in. You never know.

About a half hour later I realized I was $60.00 short. I started retracing my steps and when I got back to my locker there on the floor under it was my $60.00.
I am quite sure if I had kept the 20 I found I would never have found the 60 I lost.
So, Yeah I would turn it in.
If I had 9 mil to lose, yeah, I'd probably turn it in.

I don't believe in karma, so that's not an issue for me.
From the circumstances, I'm guessing those who lost the money won't file a 'lost and found' claim at the local sheriff's office.
It would secure an anonymous retirement for me in a warm place with cheap booze and friendly natives, something my airline pension likely will no longer do. I might even look up 'Kenny Boy' Lay and move in next door.
I'd take my chances with the 'Angel of Death' (ala No Country for Old Men).
I think this would all work out very well for me if I was single and had only my own skin to look after.
But I'm not and I don't. Wife and two kids (although grown up now). Too risky for them.
Under the present circumstances, I'd have to turn the money in or make an anonymous donation to a shelter for abused women.

I have to admit I'd be too scared to even put it in my car. I'd call the police immediately.

I would keep it for a few days and wait to see what happened. If nothing was published about the loss, I would probably donate it to my fave charity here at home--Victim's Assistance with a few thousand going to the Soap Box Derby. No way would I keep it for myself. Karma sucks

Whoever owned the money, is going to be sending someone (or several someones) to look for it. I would be concerned of the possibility there is some sort of tracking device in the money or bags. (The new US currency bills supposedly can be tracked and counted, if the goverment decided to do so. I make no claims one way or the other about that.)
Turning it over to the proper authorities, and if no one claims it after a certain ammount of time, usually it is given back to the person who found it. I suppose this depends on the laws on where one resides.
If someone actually claims it, they are going to have some explaining to do, to a lot of people, that they probably are not going to want to talk with. Meaning IF you finally get awarded the money, where do you think they are going to come looking?
That being said how does one know, it is not karma being kind to them? Rather than karma "testing" them once again?
$1,000,000.00 USD (let alone almost $3 Million) in cash, is not a very small package. You are talking about well over 200,000 $100.00 US bills. They would have to be very LARGE suitcases.
I am not sure if I have ever seen a "suitcase" that big.

1 million in hundreds is only .4 cubic feet, according to your website. That's a foot square, by about 5 inches deep. That's not that large. It would fit in a small briefcase, easily.
