Unfortunately, I'm not surprised at all. BP refusing along with not allowing help is their MO. How they can determine who does what in US waters is beyond me. That is our US government at work.
And as it has been pointed out, Obama and everyone else in the government that has the power to change this does not care about what's going on, to the region, the animals and the people. If they did, things would be different. There is no denying that.

According to the Mobile Press Register, one of the S.W.A.T. boats was presented to the University Of Southern Mississippi team on Friday:

The article does not mention anything about being shut down. It does mention that Buffett and family will be at a christening at a later date.

Rep Joe Barton needs to apologize to BP for Jimmy . . explain that Jimmy wasn't thinking clearly and it won't happen again.

There's got to be a way to get people to understand that BP does not own the Gulf Of Mexico or the beaches or anything else. For some reason people are being bullied by something that has no grounds at all to be more of a bully then the already have been pollution wise.

Hmmm . . They don't want nuthin' to do with free boats from Jimmy and a local boat builder, but they'll send $10M to a boatyard in Washington?
BP oil spill brings big order to Seattle boat builder
"The impact of the nation's worst oil spill has stretched from the Gulf of Mexico to the shores of Puget Sound, creating a small boom for one local company.
To combat the oil that continues to gush out of the uncapped well on the Gulf floor, additional shallow-water skimmer boats are being ordered from Kvichak Marine Industries.
Two skimmers are already on their way to the Gulf. Seattle-based Kvichak has orders for 28 more boats, in a deal that may be worth about $10 million."

Ahhh but those boats are skimmers and are designed to recover the oil where the boats Jimmy is paying for are only good for capturing and cleaning oil covered birds and such which have no value to BP at all.
