Like, technically it costs more to keep 'em on the road, in terms of damage from poor air quality, administrative time to keep track of the smog tests, etc.

There are other problems with California's budget - and budget process - that go a lot further and are a lot worse than paying to get these smoky, stinky junkers off the roads.
