It could be a brace for drop foot. A bit painful. My orthopedic doc has advised me never to go barefoot.

He's probably got plantar fasciitis from too much barefoot beach running. I got it down in Gulf Shores last year. Hurts like a mother. Everytime I think it's clear start going barefoot again and it flares right back up.
